Climate Technology Strategy within Competitive Energy Markets

The “Climate Technology Strategy within Competitive Markets” project aimed at conducting research and preparing a set of publications in the domain of global analysis for energy RTD strategy. The project addressed the issue of defining and evaluating a policy mix that would simultaneously: • lead to a reduction of CO2 emissions for the EU • meet sustainability targets for the economy • consider technological development and the long term prospects of the energy system • ensure consistency with the rest of the world The sets of policy measures discussed are those for which the costs of curbing emissions are compensated (partly or fully) by external (environmental) benefits. Additionally, policy instruments were designed to operate towards meeting non-environmental goals, such as for example RTD prioritisation, employment or cohesion countries. The analysis was detailed enough to lead to concrete policy recommendations, that contributed to the preparatory analysis for the Kyoto negotiations and for the 5 Framework Programme of the European Commission for Research and Development. The strategy is supported by integrated numerical scenarios 1990 2030 and a set of sensitivity analysis and scenario variants. The strategy is also based on specific analysis of key policy or structural change issues. The project delivered a number of specific outcomes: • Support for the “Kyoto” conference. To this respect, the project has contributed in three ways: through the evaluation of the European energy system policies and measures, regarding their potential and costs; through the evaluation of the macro-economic implications of the Kyoto objectives for the EU and the analysis of economic policies accompanying the energy system measures; through the evaluation of energy system adaptation costs per World region and the analysis of different burden sharing schemes at the World level. • In parallel with the preparation of the Kyoto conference, the project has been also asked to contribute to the preparation work for the 5 Framework Programme of the European Commission for Research and Development. The project aimed at assessing the role of technology progress breakthroughs, as a result of R&D policy, within the long term World prospects for the energy system and the greenhouse gas emissions. Technology clusters have been defined as to group probable technology progress cases. The model-based evaluations for the long-run have been termed “technology stories”. Five technology stories have been specified in detail and quantified. The final outcome of the project is a set of publications, a 2-volume book, covering in detail the major outcomes of the project.
